I have a cash ISA and a Stock and shares ISA (Portman and Norwuch Union Higher Income plus fund). At present I am happy with their performance, If I did want to switch to another provider can I transfer my existing ISA funds? Or do I have to start from scratch?

You'll be able to transfer to another provider, but to avoid tax consequences, you'll want to direct Portman and Norwich to send your money directly to your new provider. If you touch it, it gets taxed and penalized. Your new provider will have all the information you need in doing this the correct way.
