The situation must be:
1) Men on first and second OR
2) Bases loaded.
There also must be LESS than two outs.
If, in this situation, a batter hits a fly ball that an infielder can catch with ordinary effort (even if it's in the outfield grass), the batter is automatically out, and the runners proceed at their own risk. The runners do not have to wait until the ball is touched to try to advance. But of course, if the ball is caught, then the runners have to tag up, just like any other play.
Also, if it appears that a pop fly can be caught by an infielder near one of the foul lines, the umpire will declare "infield fly, if fair". If the ball then drops in foul terriotry, it's just a foul ball.

If the batter pops the ball up so an in fielder can catch it with his facing the infield, the batter is automatically out, and the runners proceed at their own risk.
It was implemented to stop infielders from purposely dropping the ball and turning it into a double play.

infield fly rule was implemented because wen there was a pop up in the infield, they would let it fall to the ground if there was a runner at first base so they could get an easy double play. Now they cant do that anymore, or else its a free base.

the in field ball rule is so that any ball that may hit the ground in the infield it would be an out no madder what most of the time this rule is inforsed in coed soft ball.
