Is it a health violation to have lack of ventilation in workplace locker rooms?

There's a 300+ lb woman at work who insists on keeping all of the vents blocked because 'she's cold', even in 90-degree weather! In the meantime her body smells awful and the locker room is hot, stuffy, and smelly. She hangs out in there all day which makes it worse. Every time I go into that locker room, I leave wringing wet from sweat. The supervision is on her side.
