You have to pay a few fees to setup an online broadcasting site. Check this page out:

Live365 is a pretty popular site where they help people set up an online broadcasting radio station. Its not mandatory, but it would be nice if you set up a simple website that will link people to your radio station.
There is also a very popular company called shoutCast that also helps you setup a radio station the same way Live365 does but I think its a lot cheaper.

First you create a web site for you.And in that web site place a link for radio.
