I dont think they would let it go that far, if lets say 75% of games were 0-0, fifa would intervine and force the extra games to extra time or golden gole or penalties.
My theory anyway -good question

I think the teams should be disqualified and the two highest scoring teams from other groups (who have not yet qualified) should take their place.Soccer is about goals and i hate when games end up scoreless!!!

They will draw lots... ie. Pick Teams from a box.

Unfair, but there's no other way.
