Actually... No. They don't have to wait.

Legally, they can choose either the 28th of February or the 1st of March to celebrate their birthday. This way, when you put your age and birthdate on a legal document, it wouldn't look like you are 4 when you are actually much older.

Its a law in the U.S.

While some people still celebrate their "real" birthday on leap year, the legal way is to choose one of the dates that actually occurs once every year.

This i know...being my uncle was born on February 29 and i have had another friend born then as well...the answer is no most of them well in the USA anyway celebrate their birthday on February 28 that's mostly because of school and such having a leap year birthday doesn't wash as I'm only 2.

No, they celebrate their birth on 2/28 or 3/1 except on leap years.

They don't HAVE to and most DON'T. My oldest brother is a "leap-year" baby and he uses the 28th of February to celebrate his birthday (being it is the last day of February) whenever the month does not have 29 days. I guess those lucky people have a choice.

as far as the above is concerned they celebrate it on 28 Feb as technically that is the last day in Feb
the way the question is put it would mean the person should be a year old after every four years which is not the case technically
in this modern world people find alternate ways to celebrate their birthday if it is possible for them they may celebrate it every day

Yes. I had a childhood friend who was born on Feb.29th. Now I am nearing 50 and he's just 12. Lucky guy.
His parents gave him "birthday" gifts every year (no sense letting a calendar stiff your kid three out of four years), but he actually only realized a birth "date" every quadrennial.
Foolish, really, like those folks who freak out when their wall calendar has too many sixes in it. Blame Hallmark.

Yes.Former Indian Prime Minister Morarji Desai was born on 29 Feb.he had birthday only once in 4 years.How sad?But remember age also increases less fast.
