It depends. The material the driveway is made of, and the condition of the material are factors to consider. Age of the material should also be considered.
If the driveway is paved in concrete, is it spalling, cracking, heaving? It is sometimes possible to spread a wear layer of asphalt over the top.
If the pavement is asphalt and there are minor cracks, you can coat it with coal tar bitumen. It looks nice and keeps water out of the cracks for a year or two.
If asphalt is breaking up, spalling, heaving; I think it will have to be replaced.
