There are so many ways to do Shakespeare costumes. It depends on the character you're going for with him. I'll give you my interpretation of the character and you can go from there. I don't think he's really "evil", more like mischievous. He probably has good intentions, just makes mistakes(well, except for Bottom, even though that made Oberon, who's his boss, really happy). He's kind of like a wood spirit, going around making things happen whenever he's bored. He's the show's comic relief.

I would go second hand store shopping for a pair of brown pants (loose in the butt, and tight in the leg), and then swing by a fabric store for some thread, needle, faux fur (in a close color for the tail 1/4th yard or length you want the tail), cording (1 yard) and sculpty (oven bake clay) for the horns. Sew a long tube and attach a little tuft for the tail, safty pin to pants. For the horns I would sculpt 2 horn shapes, and pierce a hole in the base with a chopstick big enough for the cording to go through. Bake your horns, then thread the cord through (securing on either side with knots), and tie under your hair. When I did this costume the man wearing it just wore pants & horns, and he looked pretty spiff.

Theseus plays the Duke, he is getting married in the play. So, I suggest a suit of some kind. Remember what time period you're in. The play was written to be in the 1800's, so keep that in mind.

you don't need horns, you need eyeshadow. he's a fairy, make him look like one. lots of green, lots of glitter, lots of sinuous shapes running up and down. something billowy to wear as a shirt and pants. shiny is good; remember that the mortals can't see him anyway.
have fun with it. it's a fun part.
