Whats the difference between the one in medicine and in arts

In medicine the field mostly said is Psychiatry which involves medical approach to treat mind disorders. There is also another branch called clinical Psychology where opinions given after diagnosis is clinical (may/mayn't have medicine) but surely therapies.

Psychology as an art is holistic stuff (all aspects of Psychology taken together) - Medicinal aspects

Psychologists can counsel and administer tests and administer therapies and not high end medicines

Uh..huge difference.
I recommend you first learn to spell Psychology. Secondly, if you want to become a Psychiatrist..you will have to go to medical school.
You should really consult with a University for more information.
