Eat healthier and exercise. Doing target workouts specifically for stomach muscles will tone the muscle, but if there's fat sitting on the muscle it'll just be even more noticable.

I am having a tummy tuck to do just that. I will have a flat, muscle defined tummy without even going to the gym. :D
