A beaker is designed to be a workmens/womans tool for general use and nothing special in the lab. Although it will mesure to the set level you want as it is a mass produced rough tool, the production line on whats its build to will not have a high degree of acurataly and volumes can vary between + and - 0.5 mls.

A graducated cylinder on the other hand it meant to be a tool for measuring volumes and hence a high degree of accuratly is need, so the prouction line is more strict to control his. A common graduated cylinder has a accurately range of between + 0.2 to -0.2 mls.

Both glassware can be used to measure volume but if accuracy is very much a consideration, graduated cylinder is used. The smaller the diameter the measuring apparatus being used the more accurate the reading, ( lower and upper meniscus consideration). Beakers can be used for heating but not the graduated cylinders.

beakers are spherical or pyramidal at the base and cylinders are cylindrical throughout.
