I realize that the hottest hour may change a bit daily, but what is the approximate hottest time of a summer's day?

The hottest part of the day will vary depending on cloud cover, latitude, daylight savings time, etc. Just before 3PM is typically the hottest part of the day in the temperate zones. To be more exact, the hottest part of the day is when the thermal input from the sun and cloud-ground transfer equals the thermal loss from ground albedo, just before the loss becomes greater.

there is no specific one hour. from 3-5 is usally the hottest part of the day. because by that time the sun has heated up all of the exposed surfaces. ( put your hand on a sidewalk or road at 9:00pm and you can still feel the heat trapped on side)
