No, it is an urban myth.

While for the people who repeat that myth, it's probably true, the rest of us happily use all of our brains.

This has become staple for lots of people ineterested in brain research. However there's really no way to estimate that.Usually people start with "Scientists say that ...."
Believe me no scientists who has followed established patterns of research has ever said that. Our brains are extremely complicated to develop a measure for level of use has not been found yet.All we can say is that we can always improve. We can always learn new things and yes we can have some estimate of how much data we can probably store but even that's not completely correct. Our brain cells are wired as neural networks.Neural networks have been studied .We know about some general properties of neural networks .Most probably some scientist would try to extend that to brain. However brain is not that simple having x inputs and y outputs. Therefore this whole thing has not been scintifically established that we only use 10% of brains.

We use 10% for conscious activities. We use the rest for subconscious things. It is impossible that 90% of the brain does nothing. Keep in mind that non-usefully features disappear through evolution so it is impossible that the brain evolved into an organ that only has 10% usability.

Urban legend. We use pretty much all of our brain. It's up to you how much you want to train it. A large portion of our brain goes to managing involuntary processes and is active all the time.
