well to put a percentage as a fraction take the percentage number (like 85) over 100
85/100 = 85%
to convert into a decimal
move two decimal places
.85=85%
these are two key words when finding percentages of means multiply is means divide
so if you have $45 dollars is 20% of the cost you take 45/.20

=.45

To work out pecentages see if the percent can be reduced to a smaller fraction.
e.g. 40% of 20 = 20 * 40/100
= 20 * 2/5 (reducing 40 & 100)
= 4 * 2 (cancel 20 & 5)
= 8
With practice it is easy.
Or also we can try to keep the denominator 100 and multiply the numerators.
8% of 40 = 40 * 8 / 100
= 320 / 100
= 3.2
You only have to decide which one to use where.

1.you want to know p from "A is p percents from B":
p=100*A/B
example: A=3, B=6, p=50%
2.you want to know p from "A is p percent less than B":
p=(1-A/B)*100
example A=9, B=10, p=10%
3.you want to know what will be A after adding p percents:
A*(1+p/100)
example: 20 will become 21=20*1.05, if p is 5%
