Or is there a better way to color a drawing in Illustrator?

Personally it depends on the artwork or image. you can use live trace to get different effects and simply let the computer redraw it. Or you can use the pen tool and redraw what you need to by tracing the scanned photograph.

Live Trace works well but is only with CS

There is also adobe Streamline but it will only convert to black and white images.

Dont know about illustrator but get a copy a corel draw and use corel trace. works best on b/w scans. then import to illustrator.

when you select your drawing, on a menu appears "Live Trace" option. Check it out.
