Is it the behavior that democracies prefer, or is it the behavior that will preserve a democracy?

True democracy is by the people, for the people, and of the people. I'd lean toward the former - if people want to will away their rights, they have every right to do so.

It's worth noting, however, that hardly any of the successful governments going by the name of "democracy" are true ones - they tend more toward representative democracies and republics. This is for good reason - a true democracy, partially due to the question you just raised, would be unworkable in nearly all cases.

Both. You must have the behavior in the first place in order to use it to preserve democracy. You can't accomplish the later without first having the former.

Those who make political decisions that favour the poor and tax the rich are exemplifying Democratic Behavior.

what you want is a Democracy...a Republic...like in Rome.
