Assuming that the computer turns up, but before it gets all the way into Windows, it reboots. It is probably "blue screening", but the screen may display for only a second before rebooting. This indicates a major hardware problem. Usually it is the hard drive that has gone bad. When it is unable to load Windows, it crashes and rebooted.
The good news is that if it is getting that far into the boot process, it is seeing the drive is present, it just can read what it needs to load Windows. So you have a chance that a professional may be able to recover data from the drive.
You will probably need professional help to resolve this issue.

if its rebooting after starting windows means its an operating system problem.check the service pack consider upgrade or reinstall service pack
