In some cases, yes. Any country that has free elections, definately yes. In brutal dictatorships, communist or Islamo-Facist states, no. In monarchy's, probably not.

a government is the reflexion of the people and people get the government they deserve ,passive resistance is acceptance.

however 34 presidents of the USA are blood related ,this leaves a big question in the air

How is that possible? A government is not 'by and for the people' hardly. So how can they 'deserve' it?
