You are big enough to play on even a not crappy HS football team.
If you are athletic, fast, and strong there is no reason why you could not play WR, CB or Safety. It all really depends on your skill level and work ethic.
I would suggest working out like a madman, joining the teams off-season workout program if at all possible, and even attending a football summer camp if you could.
Good luck!!!
Edited to add that Barry Sanders was 5'8" and Walter Payton was 5'10"

Walter payton & Barry Sanders 2 of the best and two of the smallest players to ever play! Barry was 5'5 and Walter was 5'6 neither of them were big at all. It doesnt matter haw small you are you can still play the sport as good as someone twice your size! DOnt let not getting accepted to your high school team because you were too small get you down. think about this Micheal Jordan didn't make his high school basketball team, but he went on to be the best player ever to play in the NBA!

Howard Stevens played for the N.O. Saints in 1974
5"5
165lbs
He was one good RB and them big men had a hard time catching him also.
Coach : John North
Drafted No# 16
Jersey No# 22
College = Louisville
Born : February 9, 1950
QB = Archie Manning
===EDIT===
To make it on a scholarship you need to break school records so going to a school with a crappy team could be to your advantage.

You aren't too small for a private school team, but you might be a little too small to play for like a college team. It really depends on how good you are at the game.

I was a 5'8", 185 lb. offensive guard/outside linebacker for a pretty good (9-1) public high school football team in 1991. So, I would think that it just depends on your attitude and what you want to get out of being on the team. "It's not the size of the dog in the fight, it's the size of the fight in the dog."

You are big enough to play for a HS team.
As for college: watch the movie "Rudy" if you haven't already.

You're not too small.
Work your sprints...get your time down under 4,4 and you'll be a devastating free safety and probably end up drawing a scholarship.

Hey if you can play, size doesn't matter. You are probably agile and fast and if you love to play just do it!
