Face the facts world, the children are growing up in single parent homes. One parent leaves the other for whatever reason, and the child is put in the middle of the situation. One parent wants to blame the other parent and they both want to call the other names, we even have the country calling the men that do not pay "dead beat dads". The respect for family is going down the drain in the eyes of some people, and the children are witnessing this cycle of abuse. Because that is exactly what it is, abuse. I am looking for a reasonable solution to the child support issue, because I know that some custodial parents are out their doing drugs, and saying that it is the only way for them to cope with the world surrounding them. Some are making excuses to let the non custodial parents have the children, because they are using the state welfare system to go on HUD and substandard housing, making enough money and not reporting it. This is called welfare fraud. The states need to reform.

I think both parents should undergo an initial mental health assessment, as well as an initial drug test. From that time on, perhaps only on an as needed basis.

Well it is true that there seems to be a decline in the value of "family",it starts well before children are ever conceived.
Why are people who are not in long term committed relationships being irresponsible and making babies they are not ready for and do not really want,just for some temporary selfish pleasure?
Why do people think they have the "option" to just simply walk away from a child?
Why when they walk away do they think their responsibilities end?
Why is the complaint you most often hear not about the loss of being with their child,but rather about the amount of child support they must pay?
See until people stop having sex with strangers and indiscriminately making babies,and start to value life,and family ,the problems will continue.
As to testing,personally I think people should be tested before being allowed to make babies..period,but that is unlikely to happen,so if custodial parents are to be tested then non custodial parents should be tested as well...both or none.

And your point is? No, recipients of child support should not be subjected to drug tests. And what if the tests turned out positive? Deny payment? Place child in foster homes? Automatically award custody to the other parent who may also fail drug testing?
This is america, and americans have the right to not have our government intrude into our private lives like that.

Yes but what about when both parents are mental/doing drugs. Then the state takes the child which is ok, but then the kid doesn't have either. That's hard its the way it is I guess. If fraud takes place then report it. If i couldn't afford my way of living id make changes to the way i spend.

I think this sort of testing should be required to have children in the first place. Seriously, you need a license to catch a fish or own a dog, but anybody that doesn't understand how to use a prophylactic is alright to become a parent?

I believe that that there should be drug testing only if there is a history of drug abuse.
But I do agree with you, the family values are breaking down.
They should have more checkups on the welfare system.

these ded beat dad laws r so stupid the hole child support system is screwed up 4 example....a father was making 35.00 an hour then his job got outsorced and now hes lucky 2 b making 10.00 an hour and the court dont car that hes now making 10.00 an hour they still want there money.bills, life,housepayment ,car,excthe court dont car .now dead beat dad how stupid throw them in jail so tax payers have 2 flip the bill of feeding ,housing exc ,where is the sence in that???
