I would say drawing/painting - because of the evidence of cave drawings and so forth. Unless you consider opposite-sex relations an art... if so, then that would have come first. :)

But, then there's also music, and there's really no concrete way to tell how long that has been around. Even before instruments, it's possible that people had chants, or sang to mimic birds, etc.

I'd say that the father of all arts could ultimately be said to be imagination.
