I need a very specific drawing or painting, maybe even photograph of an elderly lady in a fairly dark room rocking slowly in a rocking chair. I need for her to look sort of sad and lonely, as if she is at the end of her life and sort of just waiting to die. I need for there to be a stand beside her with perhaps a book, and a dim lamp or a candle or something, which would be the only light, or main source of light. Also, I'd prefer if the lady was wearing white, ideally, a white long gown, kinda old-fashioned.

Is there some service where you can put in such an exact request, and they'll draw something like this for you? If so, what does it cost? Where can I get a picture anything like this?

You can go to an agency that represents professional illustrators such as Workbook. You'd go through the examples shown, pick out illustrators based on style and medium and then contact their representative to negotiate cost and timing. It'll be expensive, from at least a few hundred for a drawing to thousands for a full painting.

A cheaper alternative is to contact a local art school's illustration department and place an ad. Ask to see students portfolios before choosing an artist. There you can probably offer $50-200 for a drawing (depending on complexity) and $100 - $500 for a painting.

Any artist can do that because your description is very specific. Believe it or not, painting is usually sold by square feet. So depends on how big you want it. Some of the artists in my area will charge about $500 for a small 8"x5" oil or watercolor painting. For 16"x20" usually is about $1500 to $2000. For larger ones, they can charge as much as $5000 and up.

What, like Whistler's Mother? It's actually called "Arrangements in Grey and Black: The Artist's Mother" by James McNeill Whistler.

That's a hideous painting, are you sure you want it?

Maybe since you have this already in your mine you should find an artist and have them paint you this picture that you so very well designed in your question.
