Aside from the Monsoon season taking place during the summer you are safe but expect the flooding and constant rain. If you are asking regarding the safety of the trip in terms of riots and violence you are safe.

its absolutely safe to be here in kerala in July.
Mansoon is very interesting to watch & many from the foreign countries comes here for that alone.

yes, this is the right time to visit kerala.
u should also seek the help of a travel agent for better accommodation
dont forget to visit kuttnadu, wagamon(idduki), wayanad, munnar, thekkadi, malambuza these all are very good to visit in rainy season
visit the temples like vadkkunatha temple(thrisshur), sreepadmanabha temple(trivandrum) etc...
u can visit all these places in 20 days.
