I understand your problem, I've also faced same problem as yours. So here's my way to solve it.
- Save your money.
Buy something cheaper if you can, buy nothing is better than anything. If you can eat something at home, then eat. So you won't eat at restaurant or cafe or somewhere. So 100% (hopefully) of your budget will go straight for buying manga.

- Work, work, work.
Any kind of work will do. Don't depend on your allowance. Work and buy manga with your own money.

- Work as a mangaka (manga maker)
Mangaka need a lot of reference (another manga or other books). So you can make money from manga that you like so much to read.

- Be selective
Not every manga is good and you will not like every manga out there. Don't go out and buy every manga. Buy only that you like most, that you so eager to read, that you can read over and over and over again (that means the manga is really good for you).

That's all. Follow this rules and you'll find you have enough money to buy those expensive manga.

here is a possible solution:

Japanese manga publisher Gentosha Comics Inc. announced today that they are distributing a series of English manga on their website.

On the 28th of every month they will upload chapters of 5 manga to their website, which will be available for download for 210 yen (US$1.91). Together the 5-manga will form the "Web Comic GENZO."

The July issue of Genzo is currently online, and for this month only is available for free. The reader is a small download, the manga are downloaded by the reader. There is 190 pages of manga in the July issue (33 megabytes).

The five manga included in Genzo are "Bushido" by Ken Asamatsu and Hiromoto Shinichi, "Gravitation" by Maki Murakami, "The Legend of Floating Clouds and A Peach Blade" by Enn Sachizaki, "Under the Rose -Paean of Spring-" by Akari Funato and "Special Task Force , the Battle Ship Yumihari" by Hitoshi Tomizawa.

I have a friend that buys mangas and animes, reads them and turns around to sell them on ebay. You'll still have to do what everyone else is recommending though - save your money and be selective.

Many options.
You work to make "enough" money.
You work at a bookstore that sells manga to get employee discount.
You download them online.
You buy them cheaper (new/used) from seller (from ebay,half.com, amazon, etc.)
You go to the bookstore and read them off the shelf without having to buy.
You make friends in your area that likes manga too and you split the up what series to buy (to split costs), and you trade and read each other's copies.

Borrow copies from your friends and reproduce them.
Or sell some of your old ones to buy new ones.

instead of buying them go borrow them from friends and family. Or go to the library! get your friends hooked to so they'll buy them!
