There can be several reasons why the issue occurs. If you have changed the hardware, ensure that you have hooked everything up correctly, especially the power cords. Have you changed something other than the case like software or installed new software prior to the issue?

Does the computer boot in the safe mode? If yes, boot into the safe mode and revert the computer to a previously saved restore point. For more information on the Windows XP system restore function, please visit the following website.

There can be several problems which can cause the issue such as a failed harddrive, hardware corruption, corruption of Windows system files. The solution will depend upon the exact problem. Try contacting a tech if possible.

If you changed a hardware, like the main board, your Operating System is corrupted. this is because Operating System are being installed with your hardware ID. It sure does not recognise the new hardware that is why it Windows would not start. If you have the original CD of Windows, reformatting might do the trick.

Just insert the CD and follow the prompts. Make sure you configure the BIOS to start on CD's. To enter BIOS, restart your system and press the Delete button immediately.

by the way you talk about it, you seems not to be very good at computer trouble shoooting. The only "safe" way I can told you is to bring the computer to a computer repair shop, and see if they can fix it OR if your computer is manufacturer made (like by Dell, HP, etc) you could claim your warranty.

I can't tell you to do this and that since
1. you don't include a sufficient information for diagnosing the problem properly.
2. I'm afraid if I give a random solution, due to lack of further info, this might deepen the damage to the computer, and may even cause a permanent hardware damage.
