It is glossy on one side and I think it works like the old stamps that you had to lick, but I don't know if I should wet the outside part or the glossy side.

It sounds like you are desribing re-enforced craft tape.This is normally dispensed through a "Tape Shooter",which has a device to wet the tape as it is measured out.Don't lick it!It's nasty stuff.Use a damp sponge.The shiny side has the adhesive on it.It tends to curl rather quickly.

Wet the glossy side...but that is old-style. You'd be better off with clear packing tape. That paper tape only works well on brown Kraft paper.

I agree with that jennifer girl.Sticky side goes down or get some stronger tape like ducked tape!

wet the glossy side;use a sponge rather than your tongue and don't saturate it,just enough to get it wet which will activate the glue
