if you listen to the lyrics it talks about not being caught with drugs and alcohol

It means the police are trying to catch him riding with something illegal in his car like drugs, guns, etc. They think he looks shady and assume he's guilty of criminal activity (regardless of whether or not he really is) so they want to catch him in the act of doing something so they can arrest him. At the end of the video, they think they've busted him for dealing (car parts) and really he has a permit, so it pisses the police off to no end that they can't take Chamillionaire in for "ridin dirty"!!

i luv that song Chamillionaire to is sayin that the police is tryin to catch him breakin the law and driving badly because look.....They see me rollin' They hatin patrollin and tryna catch me ridin dirty....also....My music so loud I'm swangin They hopin' that they gone catch me ridin dirty....swangin is moving from side to side from left to right, left to right, etc.

Riding in the wrong... doing something you not suppose to do... like driving with no license or driving with a gun or with drugs on you...
