WAAAAAAY too early. call the non-emergency police # and ask what time your local ordinance says they can begin with loud/construction noises.
where i live it's 9:00 on weekends and 8:00 on weekdays. i've called before to have rude neighbors stopped and it works. here, anyways. good luck.

according to Jerry Baker, a specialist it is best to mow your lawn in the evening around 3pm after the sun starts to go down. this way the when the dew falls on the grass it acts like a bandage and the grass won't start to turn brown from loss of moisture. also the heat of the day has thoroughly dried the lawn making it better for the mower to clean cut the grass instead of ripping it.

No, anyone mowing their grass prior to 10 AM on a weekend should be gone after with a weed wacker with barbed wire string.
For some of us, the weekends are when we catch up on sleep.

Each neighborhood seems to set their own time for when starting the lawn mower (or the snow blower) is reasonable. However, if it seems too early, check with your city's Codes Department (in the blue pages) to find out if there is a noise ordinance, and how early is too early.

Any time after the sun rises. People are busy. He may have a full day, and that's the only time he has available to mow. You can't expect everyone to conform to your schedule.
