depending the version of windows you have, it can be reinstalled over the old windows, repairing it, 98 and me you can just reinstall it, in the same directory, and in xp you boot from the cd, say install the first time it asks, and repair the second time

It depends on the kind of OS you are using. The best option would be to backup your DATA files into a CD or another good Harddisk partition.
Then you can reinstall your base OS and reinstall all your applications if required.

ha....which disk drive?..the CD ROM or the hard drive?....big difference....also it seems extreme to reinstall Windows just for a disk drive (CD ROM)....kinda like tearing down the house just for a broken door.... check your Device Manager and see if it shows errors.... put a paper clip in the hole and try to get the drawer to open..is there a disc stuck inside?.... open the case and ensure the drive is plugged in properly..... you can always replace the drive without reinstalling Windows....good luck

You can hook your hard drive to another computer and copy over the files that you want to keep.
Afterward, you can hook your hard drive back to your computer, reinstall Windows and then copy back over your files or burn them to DVD/CD and copy them over while retaining a backup.

your excellent guess is to get a transportable tough force and again up the entire records you wish/want. then wipe your tough force and after getting vista hooked up switch all of your records again to the pc.
