Don't count on finding out. It guess it used to be Mew, but every new series they make, there are new ledgendary Pokemon that are always more powerfull then the last. Example:
(These are the cronilogical order of the strongest pokemon and the newer stronger ones that replaced them)
1: the ledgendary dogs
2: Mew...or maybe Mewtwo?
3: The ledgendary birds
4:
oh to hell with this pokemon sucks

there of course isnt really a "most powerful" because of weaknesses and what not
but in my opinion, i have to say dragons are the best
once, i breeded together a gyrados and dragonite
when i raised it to level 100, it had stats better then both parents and had better movesets
