Because the official language in all countries of South America is Spanish (except in Brazil). Since the same language is spoken in Mexico, ignorants say that Mexico is in South America.
The truth is that Canada and the USA for "Angloamerica", whereas all other countries in American continent form "Latin America", and such division also rises the mess in understanding the difference between geographical and social borders.

Mexico is in North America not Central or South. Americans don't consider Mexico as part of North America because of the language and culture difference.

I've never heard that. What part of the country are you in? Most of my friends are fairly educated and know a bit more about geography than the average U.S. citizen, however.
In any case, I suspect the answer is one of two reasons:
1. Either they mean that it's south of America meaning that it's a country located to the south of the United States,
OR
2. They're ignorant. Mexico is north of Central America, in the same continent of the United States, and hence in North America.

What the? I had no idea people said that! How odd.
Of course, there are many people in the US that are very uninformed.
Maybe I just haven't encountered anyone who thought that because I've lived in the south-western states for most of my life and everyone here knows exactly where Mexico is.
I have encountered, however, people that assume anyone that speaks Spanish is Mexican. It becomes tedious (indeed) explaining to people just how much of the world speaks Spanish and that not all of those countries are named Mexico.

I don't know a single person who "says" that.
Some people view Mexico as being part of Central America, I think because of the cultural similarities.
