Arouse the public. Write letters to the editor (newspapers) Take note of local judges who handle many court cases. It helps to meet them or drop them a line especially if you are familiar with a case coming up and you know something they don't and should. We need laws to prevent cases like the young woman who tied and dragged a tiny chihuahua with her car--laws that would tatoo an icon of a dog or a cat to the arm or leg and police know just where to look so such people cannot get away with it twice. Not everyone needs an animal. There are too many pet animals allowed to breed. Animal pets should be more expensive, and there should be heavy fees to people who own an un-neutered animal. That way there will be no animal accident births and many animal births will be weeded out, and it's better that they are never born than that they are deliberately cruelly treated. There is an astrological compatibility chart that assesses mathematically and in detail the amount of sympathy and attraction in people and animals, but decent people in no case ever commit animal cruelty, and the asto. compat is only for kind people.Compatible or not, many people should not be allowed to own an animal.

Stricter laws are important... people need to know that if they abuse animals, the punishment will be severe. I think the biggest thing that can be done is finding ways to make it so animal cruelty will be discovered more easily. What I mean is that when a person sees animal cruelty happening, he/she should find an animal abuse hotline to call to report the cruelty. If animal cruelty is going on and we do nothing about it, we can't really say we're doing a part to stop animal cruelty.

Awareness is also important. A lot of people don't seem to realize that animals feel pain and suffering just like humans do. They also don't realize how readily animal cruelty can occur, even in seemingly civilized places.

One last thing: people need to know what to do if they see animal cruelty. Most of us don't know off-hand who to tell, what numbers to call, etc. if we see an act of animal cruelty. These numbers and resources need to become more readily available and easier to find at a moment's notice.

The first thing is to give employees a better salary, and get more staff, then get the community involved, even if it means the government must be involved, and get everybody to do community service. Make the public aware of the abuse towards animals. There must be more of a hands on approach towards the looking after animals, and if need be, train the prospective new animal owner, and do patrols in all area. I know it sounds a little much but if we want to stop the animal abuse then drastic measures have to be take,

education. public awareness. strict laws.

~a simple way to stop millions of animals from being tortured is to GO VEGAN! factory farming is very inhumane & those animals are NOT treated with respect. check your products labels...don't buy proctor & gamble products or colgate & palmolive products, they perform terrible animal testing experiments. (tide, dawn dishsoap, colgate toothpast, covergirl makeup, maxfactor makeup...ect). there is always an alternative, as long as you're willing to look for it.

Spay and neuter animals, so there's less opportunity to abuse homeless animals. Plus, the only people willing to fix their animals are the only ones who really care about them (in MY opinion).
