Currently FAA has 12 minutes idle time and 80% Utilization with 1 Air Traffic Controller (ATC). For a 75% utilization and 15 minutes idle time should the FAA hire another ATC.

our class is divided about this whether to hire one more ATC or no? Can someone give the explanation as to why we need to hire one more or why not?

Well, according to FAR part 65.47:

Except in an emergency, a certificated air traffic control tower operator must be relieved of all duties for at least 24 consecutive hours at least once during each 7 consecutive days. Such an operator may not serve or be required to serve-
(a) For more than 10 consecutive hours;or
(b) For more than 10 hours during a period of 24 consecutive hours, unless he has had a rest period of at least 8 hours at or before the end of the 10 hours of duty.

There is nothing about duty cycle in the FARs that I see, but I know the standard is 15 minutes break per hour. It would be pointless to hire another person just to make up the 3 minutes.

No, why would they want utilization to go down and idle time to go up?
