I just bought a house in Dunwoody North and I would like to have an above ground pool as well as build a fence. Is there any kind of code enforcement that must be followed, that I should know about?

Call your local court house and ask for the building and zoning board. They will give you the correct answer. Otherwise you may have to remove the pool if you do it without a permit.
We put in an above ground pool once without a permit, and they made us move it because electric wires had to be 10 feet above the height of the pool.

I think if you are going to consider it a "permanent fixture" or you have plumbing/electricity hooked to it you need a permit. Just go to thier website or call them
