Picasa2 tops my list. It has a lot of features that can manipulate your photos but doesn't permanently change it. They use metadata layers to "change" your photo but you can always undo to the original. Also it has a very cool labeling system. Microsoft Max is another free photo program but I don't really like it much. You can also try GIMP for image manipulation; it's like Adobe Photoshop except it's free. Hope this helps.

get a program called photo filtre.. its free at boon-dog.com thats the link and screen shot below.. you have to sign up..its pick a username and password.. pretty simple stuff.. to download but its free I have, they have a TON!!! of programs and there all free. I have got a bunch of files there.

Picasas the best one I can think of off hand, although I'm a strong favorite of iPhoto, but if you don't own a mac you are out of luck :-(
