First, you have to own Macromedia Flash. It's the program which creates the videos, and it's fairly expensive.
Once you have that, it's pretty easy. There's some good online tutorials, and a lot of people just teach themselves the basics. That's pretty much what I did. You just draw your character in the 'stage', and move him around in different 'frames' in the 'timeline'. The program will 'tween' (inbetween) the images for you, so you don't have to individually draw each separate frame.
Mess around with it a bit, and just Google/Yahoo for help if you're stuck.
