It's Scottland Yard, not MI5. MI5 only deal with matters out side of the U.K. Like the CIA.

There are no Federal authorities in Britain,because there are no state authorities as opposed to federal.Its all run by the British government,who administer police and law and order issues as a national system,with centralised administration.Local police will investigate anything that seems to involve illegal activity and report to higher authorities.Additional expertise and/or supervision will be allotted as required.Matters that involve the National Secrets Act and clandestine activities are generally administered by military departments such as M.I.5,that have special powers to conduct secret operations and investigations that it is illegal to make public.

I haven't heard they investigate alien crashes, but I imagine some of their activities aren't reported to the public.
