In general, there was a difference between him an Hoover.

Hoover thought that continuing to have a free market would help the problem solve itself. While a free market may help an economy move forward fastest, Roosevelt thought that some government intervention first was necessary. Apparently, so did the population. As a result, many government programs were subsequently invented. Look up "Alphabet Soup" on Wikipedia

Franklin D. Roosevelt originally got elected because he had a positive outlook and said he thought we could get out of the depression. Then it was because he was actually doing things and liefe was improving. Then it was because we were in a war and you should not change horses in the middle of a stream.

He said that he would end the depression, and in a way, he did. He gave a lot of people government jobs, and taxed everyone to pay for them. Then when the next election came, most of those people with government jobs voted for him to keep their jobs. That's how bureaucracies start, and that's how they are perpetuated. They reach critical mass, where there are enough beneficiaries of the bureaucracy, one way and another, to sway most any election.

People were dissatified with the Hover adminastation because of supply side economic caused the great depression and Roosevelt offered solutions, the rest is history.

The economy went south in a way that nobody had ever experienced before. People were scared, and there was someone who said he had all the answers. So they voted for him.

he ran, and people voted for him on November 4th. then he accepted office. thats how he got elected
