How can someone stop a perv from spreading rumors about you and was stalking also?

Ignore the rumors - if someone asks you about it you say "you listen to that guy? that is simply not true."
For the stalking - if it is truly physical stalking you need to call the police.

Report him to his or her ISP (the people who provide his or her email address) for sexual abuse and spamming. Doesn't matter if it's true or not, just find a phone number for the isp and phone them up. Also, forward the complete messages he has sent you to them. This works especially well for hotmail and other large free email providers, as they tend to cut off accounts without propperly looking into things first, under the belief better safe than sorry. If you are under age, you can also report him or her to the police as a sex offender, especially if he or she is the opposite sex from you and over 18.
