The only free service may be offered by your town or city. The space between the sidewalk and the curb of the street (calles the boulevard in my area) is often on the city right of way. If your tree is growing in that area, and is uplifting the sidewalk or interfering with overhead wires, the town may well take it down for you at no cost.

If the tree is anywhere else on your property, it is up to you to have it removed. Some sellers of firewood may be interested in removing the tree for you in return for the firewood. My guess is that you will not find a free stump removal service.

If you got a buddy with a really big truck, it wouldn't be free cos he'd want a 6 pack or something.
