I burned a hole in it by hooking up the jumper cables backwards. Idiot, I know! The hole is about an inch in diameter but I don't know anything about body work and I'm told it costs $350 to have repaired.

350 is cheap considering they have to paint it to match the rest of the car

Try some expanding foam. Then, trim the excess smooth with a razor. Go to Wal-Mart and match some Kilz paint (polyurethane) with the color of the car and have it mixed in a gloss base. Only buy a quart. Touch it up and it should come pretty close to matching.

If its not flexable plastic you could try bondo and paint if it is... flexable try a paintable caulk and paint.. just some ideas even if they don't work your only out a few dollars before that you want to cut the hole clean and put a solid backing behind the hole
