Monitors have their way to tell whether they are in power-saving mode. If you see the LED indicator in front of your monitor blinking during blackout, then it is automatically turned off. You can just hit any keys on your keyboard or move your mouse to turn it on again. To turn that feature off, right click on the desktop, Screen Saver, click the settings tab below, and on the Power Scheme choose the Turn off monitor to Never.
Or maybe this is not the case. There could be another reason for that like its cord has a loose connection with the video card. You can check it yourself.

Check your monitor's settings. It could be that it is set to turn off as an energy saving feature after no activity for a specified length of time. You can change that in the control panel settings.

Your power settings under control panel are set to a power save mode that turns the monitor off after xx number of minutes.

If it's going into a sleep mode then it's protecting itself when not in use and for longer life. If it turns off altogether, then it's probably set to do so.
