Below is a general fix for most malware/viruses which is what your question seems to make reference to.
1) Download Ewido from http://www.ewido.net/
2) Install and update Ewido.
3) Reboot the computer into Safe mode (tap/hold F8 at boot)
4) Scan with Ewido (complete scan).
5) Reboot the computer.
6) Download, install and update Ad-Aware SE Personal (freeware) for use as a scanner after Ewido's trial runs out.

I had the same exact problem! I went to a Windows XP forum and they said it was something called Smitfraud this is what they said to do (steps posted below). I did this this morning and it worked so far. I also installed Spybot Search and Destroy, and Ad-aware! Good luck!
This is the web page of the forum where i posted my original problem it is titled "security"

1.Download SmitfraudFix from http://siri.geekstogo.com/SmitfraudFix.php
Extract the content (a folder named SmitfraudFix) to your Desktop. Reboot into Safe Mode and open the SmitfraudFix folder again. Double-click smitfraudfix.cmd.
Select option #2 - Clean by typing 2 and press "Enter" to delete infected files.
You will be prompted : "Registry cleaning - Do you want to clean the registry ?"; answer "Yes" by typing Y and press "Enter" in order to remove the Desktop background and clean registry keys associated with the infection. The tool will now check if wininet.dll is infected. You may be prompted to replace the infected file (if found); answer "Yes" by typing Y and press "Enter".
The tool may need to restart your computer to finish the cleaning process; if it doesn't, please restart it into Normal Windows.
Warning: running this tool on a non-infected computer will remove your Desktop background.
