Technically, Erwin Rommel was not a general, he was only a Field Marshal, but he stands out in my mind as the best commander in the German Army. Several historians have put forth the theory that if Hitler had listened to Rommel and had him plan and direct all tactical operations, Germany would have won the war.
I think it is worth noting that for the most part, German generals were highly skilled in military tactics. Many of them were career military men who fought not for Nazi ideals but for the love of their country. They had spent most of their lives studying military history and they were often able to pull off almost impossible feats by being creative on the battlefield. If Hitler had listened more to the men who were actually waging the war, and less to the little voices in his head and the sycophants around him, things would have turned out much differently.

von Rundstedt.
General Rommel has a very big following, because first off he commanded in a very romantic theatre (North Africa), and because there were very few natural obstacles the terrain allowed for very fluid and very fast moving combat and maneuvre but the very real fact is that Rommel disobeyed his orders and transformed a backwater into a huge logistical liability that German and Italian resources and transport simply could not support, and probably led to the Axis being defeated at least two years earlier than was necessary.
Rundstedt was part of the trio with von Leeb and von Bock who were instrumental in the rapid destruction of Poland, France, and then coming to within a few miles of the Kremlin. After his removal in 1941 in Russia, he was brought back to hold France during Overlord, and was very instrumental in the Bulge.

Rommel was good, but my pic is Paul Hausser, extraordinary Waffen SS tank commander, his crowning achievement being the 3rd Battle of Kharkov while he was commander of the II SS Panzercorp. His tactical skills beat a Red army that was 6-7 times larger than his. He was one of the few, if not only, commander that refused a direct order from Hitler to not retreat earlier in the war.
Rommels victories were over smaller opponents. During the crucial moments of his military career, he was always away from the front, At El Alamein he was in Germany as the British 8th Army attacked, if Rommel was there, i'm sure he would've counterattacked while Montgomery's tanks were bogged down in the mine field, but they didn't. And in Normandy, if he was on scene, i'm sure he would've had the Panzer's counterattacking the allied bridgeheads during the initial landing, but that didn't happen. In any event, he served with high distinction in general, especially as commander of the 7 Panzer Division in France and as commander of the Africa Corps..
