The parent only has access to medical records if the person is under the consenting age of 18. Regardless of the financial reliability, the medical records should remain confedential in accordance with the Private Medical Records act.

Parents have the right to medical records if
1. The person is a non emancipated minor
2. The person is not mentally able to make decisions on their own and are not married. Next of kin.
3. The person has signed a power of attorney or living will giving their parents rights to make medical decisions for them.

If they are over the age of 18, regardless of their ability to pay, no their parents are not legally able to see their medical records. If you are a minor, then yes, even if you can pay, they have every right to peak into them. HIPAA is the new law that protects your privacy.
But if you really want to be sure that its not happening, be sure to tell your doctors that although your parents are paying, you don't want them to see the medical files. I have had several doctors and nurses give my info out to my mom (who was with me) and I am over the age of 18. Way over. Its a fairly new law, so some people are just getting used to it, and some ignore it without thinking. So speak up at the clinic or hospital you go to and get a copy of their privacy agreement.

If the person you are refering to is a minor I think yes. If the person is 18 or over then no.

Only if you are a minor. If you are over 18, you must sign a HIPAA form allowing them access. If any doctor's office gives them access to you files without your permission, you can sue them and win - it is against the law for them to share your records with anyone other than another doctor (for consultation only), your insurance company (for compensation), and yourself without your permission.

if your overy the age of 17 no becuse at that age you are legaly an adult and with out writen consent from you other wise its invation of privasy i know i cant speel but if you could unerstand that thats your anwsery

minor = yes
adult = no
court ordered = yes (person in a coma, or is brain damaged etc.)
