Yes. But it has to be done at a young age. That's what parents are suppose to be for. But sadly in the times that we live in today. Parents are not teaching there children ethics.

They can....but that doesn't mean a person will have them. I think a good part of ethics and morals comes down to upbringing ( but even good parents have problems with their children in these areas)

Yes and no.

You can teach someone your viewpoints on what is ethical and good, but ultimately, a person has to rely on his or her own sense of integrity to guide his or her decisions.

Yes, and the younger the better. Teach by example.

It can be taught, although not always successfully. It is more learned though life experiences.
