you need to use a program like nero to copy it to a cd or mount it as a virtual drive using the .cue file that should be with it with deamon tools www.daemon-tools.cc

well, Notepad. A bin file is really a binary file, so there is no human readable info there. You need to know what program created the file in order to make sense what is in there. Sometimes they are CD images.
