It does not matter how long you have parked there, the local authority have decided to put a dropped kerb there so if you block it with your vehicle then you are breaking the law, as under the road traffic act 1987 it is illegal to park where there is a dropped kerb. If this person does report you to the Police or the council, you could have your car towed. No one in this Country has an legal right to park on a public highway outside their house, so if you wanted to you could park outside your neighbours house, and there is nothing they can do. If you are still not sure where you stand contact your local Police station or the Council and see what they say. Do you know for certain that he is using Council headed notepaper, if you do then report this to the Council and if he is kicking your car, get the evidence and report him to the Police for criminal damage. At the end of the day, it is you who is breaking the law and you would still not be able to block the dropped kerb.
