Minors can use a passport, ID (not driver's license) if they have one, school id, and I'm sure a few other forms. I know that when I was minor and flew, I had to show something, since I didn't have a licenses yet my school id worked perfectly fine and I was 14; once I was with my mom another by myself, both times I needed it. I don't know what the age limit is as to when you need to start showing some kind of identification.

If you go to your DMV you can get an I.D. issued for anyone that does not have a drivers license. They are around $10. It is state I.D. and that is what is accepted at the airport.
Minors do not need I.D. is traveling with adults, I'm not sure if they are traveling on their own. However, some airports require anyone 16 or older to have I.D. It doesn't hurt to take I.D. anyway, but it isn't required for minors.

actually, if you're a minor you can fly by yourself like a regular person if your old enough or can actually travel as a minor and you get speical treatment, and if you did that i don't think they need id

Minors can use their birth certificate or passport if they do not have a valid state ID, license, and/or permit. They do not always need it, but if they don't have it and are asked for it, they won't be able to board the plane.

My kids, ages 10 & 5, didn't need any ID when flying with us. Maybe it depends on the age.
