i have a LF200 sports motor cycle mad by LIFAN

You can loosen the clamp bolts and pull the bars forward (toward you), and retighten the bolts.

But to really lower your front end you must shorten the suspension. There are kits available for that. It will change the handling characteristis of the bike tho, so beware.

Lowering the handlebars can be tricky, because all the cable-driven controls are fixed on it. You may be able to shift the mounts forward or back on the triple-tree, or loosen the clamps to tilt the bars down slightly (but be sure to check your tank clearance or you may create a "straight line only" bike).
As far as lowering the suspension ... don't attempt this. The front forks are filled with washers and springs under tension and it has to be put together in a particular order. If you go messing about in there without knowing what you are doing, you are going to double the cost of having a mechanic fix it (which is what you should do in the first place).
Sorry there's not an easy fix.

I'm not familiar with that particular bike but pretty much every bikes forks are connected to a tripple tree. Thats the pieces holding the forks. If you loosen the clamp bolts you can drop the front end by bringing the forks up through the tripple tree. Thats if you're bike is set up that way. Be craeful not to go too far because you'll risk smashing you're front fender when the suspension bottoms.

Ive never heard of that motorcycle, but on most the handlebars wont do it for you, you have to take the front end apart and inside the tubes are springs, they make kits for most bikes with shorter springs that will lower the front end, but be carefull and dont go too low because it effects the handling of the motorcycle
